Rosa Comella, born in Bilbao in 1967, holds a doctoral degree (SJD’04) and a masters degree (LLM’96) from Harvard Law School, as well as a doctoral degree in law (1995) and a law degree (1990) from the Universidad de Zaragoza (Spain).  Formerly an associate professor of law at the University of Zaragoza, she has taught administrative law and given seminars on environmental law and American administrative law.

Although she considers herself an administrative law scholar by training, her research bears a strong multi-disciplinarian thrust, being democratic theory and European integration studies her other main areas of expertise.  Her work also takes a comparative perspective between the legal systems of the US and the European Union.  Her Harvard Law School doctoral dissertation, titled “Multi-level Governance and Democracy in the European Union: Citizenship, Political Community and the Regulatory Administrative State” is an exercise in the convergence of the aforementioned areas, with the overall aim of formulating a critical analysis of the practice of democracy in the context of highly developed regulatory ‘states’.  She plans to spend her time as Emile Noël Fellow at NYU further researching the themes of governance and collaborative policymaking in the EU and the US.
