Iulia Motoc (Romania)
Professor, University of Bucharest

Professor Motoc, a former prosecutor and judge is a Professor at the University of Bucharest and a Director of the Institute of International Law and Politics at the same University. She also serves as the scientific Director of the Romanian Diplomatic Academy.

After receiving her law degree at the University of Bucharest (summa cum laude), Motoc continued her education in France. She earns a PhD in International Public Law from the University Aix-Marseille III (summa cum laude), where she also received a LLM. The "Jean Monnet" Department of the University Paris XI habilitated her to conduct research in Law. Motoc studied also philosophy and obtained a Ph.D in Moral Philosophy from the University of Bucharest.

Professor Motoc is Special Reporteur of the UN Commission oh Human Rights for the Democratic Republic of Congo and a member and former President of the UN Sub commission on the Promotion and Protection of Human Rights. She is also a member of the Advisory Committee for the Framework Convention on Promotion and Protection of Minorities, Council of Europe.

She has published books and articles in French, English, Italian and Romanian. Her main fields of research are the recourse to force and the theory of international law. She was visiting professor and researcher in several universities. At the "Jean Monnet" Center at NYU, she will work with Professor Weiler in the area of Democracy and International Law.
